[NEW] AMEX Global Web Services IP Payments Gateway entry point

Amex Test Host Service HTTPS entry point initiated.

It will follow AMEX "Global Web Services IP Payments Gateway Communication Guide" - POS020052.

Currently attached host implementation:
- ISO GCAG: Global Credit Authorization Guide - POS020041

AEIPS chip cards ARQC validation and ARPC calculation already supported for GCAG ISO Authorisation (1100/1110) messages.
