[VOTE] LIS5 standard messages

The LIS5 standard defines a set of messages between LIS5 Members (Acquirers and Issuers) and LIS5 Switch.
It is based on ISO8583:1987 standard with some specific additions.

The functionality of messages cover ATM, POS, Mobile phones and Internet based transactions traffic.
Also supported some administrative functionality such PIN management, Mini Statements and Balance Enquiry.

Data Elements inside the message placed into three bitmaps - arrays of 64 elements each.
Message standard support the transfer of ICC data. EMV tags values placed in several data elements in the third bitmap.
Visa and MasterCard 3D-Secure elements might be transferred thru messages.
Dynamic Currency Conversion (DCC) supported but it is not a primary functionality.
By the configuration LIS5 message packet might be represent in Binary or ASCII.
